Traffic Commission · Meeting of September 17, 2026

Waltham's Traffic Commission accepted a traffic study for the first phase of the Bay Colony redevelopment and ordered a letter of concern to the City Council. VHB consultant Matt Kealey and Boston Properties' Chris Carr presented plans for a 283-unit building at 1000 Winter Street generating 112 morning and 106 evening peak-hour trips, backed by a $15 million contribution toward the $30 million Green Street Extension. Fire Chief Mullen said the commission needed "that end vision first before we can start breaking it up," while Inspector of Wires Kelly questioned whether the Green Street money would actually ease congestion near the site.

Commissioners required future phases to use cumulative, not standalone, traffic comparisons. Separately, the panel voted to convert Adams Street and Walnut Street to an all-way stop after finding sight distance of just 80 feet against a required 247 feet, and approved a PayByPhone contract raising the SMS fee to $0.25.
