WALTHAM — The Zoning Board of Appeals denied a proposed 340-unit Chapter 40B Comprehensive Permit for 455 Totten Pond Road on a 2-3 vote, with Chair John Sergi and Vice-Chair Mark A. Hickernell voting to approve and members Glenna Gelineau, Matthew Deveaux, and Stephen Taranto voting to deny. Represented by attorney Philip B.

McCourt, Jr., the development would have included 25 percent affordable housing and a $2 million mitigation contribution. Board members rejected the project, citing insufficient mitigation to address impacts on schools, fire and police services, and traffic infrastructure. The applicant may appeal under state Chapter 40B law.
