WALTHAM — Ordinances & Rules Committee approved RCI Overlay District zoning amendments in extended working session. President Logan and Solicitor Laughman guided the five-member committee through line edits establishing three overlay districts with caps of 1,500 units for RCI-1 and RCI-2 and 500 for RCI-3, subdividing RCI-1 into higher-density RCI-1A (65 units per acre) and lower-density RCI-1B (14 units per acre), and replacing "senior multifamily" with "assisted living dwelling" in use tables. The committee removed a 25 percent residential-requirement threshold to align with market conditions and approved parking and dimensional standards.
All motions passed by voice vote. President Logan moved to send the three RCI matters to the full Council and schedule a joint public hearing with the Board of Survey and Planning for June 8, 2026; the motion passed by voice vote.
